24-year-old “high-risk gang offender” arrested for murder was out on bail

The Peel Regional Police (PRP) have arrested two gang members for their involvement in the unrelated murder cases of Kyle Clouden and Mario Ibrahim. 24-year-old Lamar Grant and 19-year-old Devon Mark were arrested. Both men are residents of Brampton and Police allege that they are members of the same street gang.

On September 1, 2019, the PRP responded to an altercation in a restaurant parking lot located at Hurontario Street and Central Parkway West in Mississauga. 24-year-old Kyle Clouden suffered gunshot wounds and died at the scene. Lamar Grant has been charged with Second Degree Murder, as well as Discharge Firearm, Assault, and Mischief for an unrelated event. At the time of his arrest, Grant was on bail for firearm charges previously laid by the PRP. 

On October 22, 2019, the PRP responded to gunshots fired in the area of Webb Drive and Confederation Parkway in Mississauga. 26-year-old Mario Ibrahim suffered gunshot wounds and died at the scene. Devon Mark was arrested and charged with Accessory after the Fact to Murder. He was held for a bail hearing at the Ontario Court of Justice in Brampton on July 22.  

Peel Police Chief Nishan Duraiappah calls these arrests “evidence of the dangerous correlation between illegal firearms, violence and gangs”. He also expressed his disappointment in the bail system, which allows violent offenders like Lamar Grant to be released.

Deputy Police Chief Nick Milinovich promises that the PRP is committed to ending gang violence. Within the last week, they have arrested four people for their involvement in three homicide cases with ties to guns and gang violence.
